Canada's immigration authority, IRCC, has released a package of updates to international student study permit conditions, effective January 2026. While Canada remains one of the most welcoming study destinations for Indian students, these changes introduce new compliance requirements that applicants must understand before applying.
Key Changes to Study Permits
- Enhanced enrollment verification: Study permit holders must maintain full-time enrollment at a DLI and are subject to periodic status checks. Students who drop to part-time status without authorisation risk permit cancellation.
- Province cap compliance: Some provinces (notably Ontario and British Columbia) have caps on the number of international students they can enroll. Apply early — popular programs at popular institutions may reach their quota before your application is processed.
- Language score verification: IRCC has begun spot-checking language test scores with testing institutions. Ensure your IELTS/TOEFL scores are genuine and within their 2-year validity period at the time of application.
- Biometrics update: Biometrics collected more than 10 years ago must be renewed. Check your biometrics validity if you have previously applied for a Canadian visa.
Updated Financial Proof Requirements
The living cost component of financial proof has increased:
- Previous standard: CAD 10,000 for living expenses (first year)
- New standard (January 2026): CAD 20,635 for living expenses (reflecting updated LICO — Low Income Cut-Off)
- Total financial proof needed: First year tuition fees + CAD 20,635 for living
This is a significant increase. Students applying for programs with CAD 20,000/year tuition now need to demonstrate approximately CAD 40,635 in financial capacity for the first year alone.
PGWP Eligibility: Important Clarifications
IRCC has also clarified Post-Graduation Work Permit eligibility for certain program types:
- Online programs: Programs delivered more than 50% online are now ineligible for PGWP — ensure your program is predominantly in-person
- Program changes: Changing programs mid-study now requires a new PGWP eligibility assessment — do not change your program of study without consulting a visa advisor
- Private colleges: Some private colleges have had their PGWP eligibility reviewed — verify current eligibility before enrolling
